The English interface for both pdftex and xetex is automatically managed by fmtutil. If you want to enable other context language interfaces, you should use the normal TeX Live command fmtutil --edit or fmtutil-sys --edit. 

Please NO --edit!!! It will be overwritten the next time a fmt-shipping
package (like latex) is updated. See tlmgr --help.

Better is to edit fmtutil-local.cnf, again, see tlmgr --help ....

Otherwise looks reasonable.
