Adding shortdesc and/or longdesc entries in the tlpsrc files should do the trick.

It means "show only packages whose name or descriptions contains something
matching this pattern".

I'm afraid it isn't possible: those are messages from the underlying
command-line tlmgr, which is not i18n'ed.
