Not really. E.g in the following example latex simply hangs if I
don't uncomment the \ProsodicMarksOff:
\documentclass{article}
\usepackage[latin,english]{babel}
\languageattribute{latin}{withprosodicmarks}
\begin{document}
\selectlanguage{latin}
\ProsodicMarksOn ^ia
\selectlanguage{english}
%\ProsodicMarksOff
abc ^^74
\end{document}
