[tex-live] mktexlsr ignores "rcs" on a Windows 7 machine

But then you can't move a dir around and still keep its information
from the SCM.

I also use the texmf-tree from the TL SVN.
This problem only happens with RCS, as this doesn't use dot-files for
storing its information (like CVS, SVN and git do).
