The file 00readme.tex is not a standalone LaTeX document. It's
supposed to be included by another LaTeX document.
I fear that you can't compile this file separately. But I suppose
that there is a LaTeX file somewhere which includes 00readme.tex,
either using \input{} or \include{}. Sorry, ATM I don't have enough
time to reverse-engineer the revtex package for you.
I don't understand why such a file is in the top-level directory of a
package at all while the top-level README doesn't explain how to
process this file.
