There is nothing about packaging here. You should do the following things
(as Manuel wrote):
- check that the license is free
- make sure that the files are uploaded to CTAN

After that they will quite probably appear in TeX Live automatically

We are working on integrating pTeXLive at least partially here, so that 
might be of use for you, too.
