the dtd says:

Like the id, but not bound by the syntactic restrictions imposed by
XML, and may have more than one word.

<!ELEMENT name (#PCDATA)>
i.e., the name element is *intended* to be informal, and has unchecked
content.
if you want to complain about something, in future, try checking that
your target is actually what you think it is.
