the ctan-ann mailing list repoirts things such as above; tex live merely
reflects the update to ctan.

however, ctan doesn't report the updates to programs (mostly) or to tl
infrastructure, since they're not reflecting chages on ctan.  (an
exception is asymptote which is available on ctan, but that's not likely
to be updated until after formal release.)
