I tried the same by creating a corrupt .tar file, compressed it with
xz, and started the installation. And as expected:
/--------
| Installing to: /home/norbert/tlbla/2009
| Installing [01/55, time/total: ??:??/??:??]: amsfonts [4993k]
| Installing [02/55, time/total: 00:06/00:08]: apalike [10k]
| tar: This does not look like a tar archive
| tar: Exiting with failure status due to previous errors
| untarring /home/norbert/tlbla/2009/temp/apalike.tar failed, please retry
| Un-tarring /home/norbert/tlbla/2009/temp/apalike.tar did not succeed.
| Installation failed.
| Rerunning the installer will try to restart the installation.
| Or you can restart by running the installer with:
| install-tl --profile installation.profile [EXTRA-ARGS]
| Writing log file to current working directory.
| $

Can you tell us which version of the install-tl program you are using?
Please call
install-tl --version
and tell us the revision number at the end.
Best wishes
Norbert
