I ran into exactly the same problem

\documentclass[a4paper]{article}
\usepackage[paperwidth=10cm,paperheight=10cm,dvips]{geometry}
\usepackage{lipsum}
\begin{document}
\lipsum
\end{document}

latex + dvips + ps2pdf

comes out in the wrong size

some people think it might be errors in dvips/config.ps
