I'm sorry, I must disagree.  Whether or not you go
with Arthur's "zh-hans + zh-hant" or with the earlier
(I forget the proposer, but I know he was a native
Chinese speaker) "zh-cn + zh-tw", the distinction is
vital here.  Simplified and traditional Chinese are
two distinct written languages (with some elements in
common) and it is no more reasonable to expect
a TeX user in Beijing to cope with zh-hant/zh-tw
than it would be to expect a user in Taibei to
cope with zh-hans/zh-cn.  Czech and Slovak, whilst
not interchangeable, are usually mutually comprehensible;
traditional and simplified Chinese are not.
