I agree: to take an example, I asked the author of mattens.sty to replace

\PackageWarning{mattens}{Unknown option ‘\CurrentOption’}}

by

\PackageWarning{mattens}{Unknown option `\CurrentOption'}}

and there are several packages in this situation, so I replace 8-bit by 
ascii, which is ways better for error messages as you said (especially 
since one cannot count on a term encoding). I'm talking about this kind 
of things...

I'm also talking about packages that use £ as a delimiter, setting 
another catcode to it only for the .sty file, it won't change anything 
to ^^ify it or not: it will work for latin1 and latin9 (for which the 
package was written), but also for UTF-8, and will possibly fail for 
other encodings, but it already failed before, so the only thing that 
will change is that it will work with native UTF-8... (I'm not writing 
to packages for which I would need to change a 8-bit character that are 
not meant to be latin1).

I don't revolutionize LaTeX nor packages, I'm just making some packages 
more LuaTeX-compliant...
