I updated the universa package in TL (and uploaded the new uni.dtx with
a one-line fix to CTAN).

The modes.mf in TL 2008 no longer defines bye and end, per Knuth's
(relatively) recent mail.  Therefore they remain outer tokens as defined
by plain.mf.  This font uses `end' in an inner context, so we have to
make inner.
