[tex-live] dlfltxb bundle misplaced file

I would say that most cfg files are meant to be included by TeX.

dlfltxbmarkup.sty can load this file if requested (I use it for my LaTeX 
book, and other people can use it for inspiration)

it should never have been in the doc tree (I never made a tree for it 
myself)
