I know this has been reported before so apologise for the repeat but I
can't remember whether it is supposed to have been fixed in released
versions or known to exist in those too.

tlmgr: installation location
ftp://ftp.tex.ac.uk/tex-archive/systems/texlive/tlnet/2008
ot2cyr (collection-langcyrillic): removed package
hilowres (collection-latexextra): removed package
...
remove ot2cyr (removed on server)
remove hilowres (removed on server)
...
Should not happen, please report: hilowres mentioned, but neither new 
nor forcibly removed
