Yes, it worked perfectly:

c:\test>tlmgr -location ftp://tug.org/texlive/tlcritical update --list
tlmgr: installation location ftp://tug.org/texlive/tlcritical
bin-texlive: local: 10306, source: 10873
texlive.infra: local: 10366, source: 10890
texlive.infra.win32: local: 10206, source: 10873

c:\test>tlmgr -location ftp://tug.org/texlive/tlcritical update --all
tlmgr: installation location ftp://tug.org/texlive/tlcritical
UPDATER has been created, please execute tlpkg\installer\updater.bat

after running updater.bat (from an icon):
c:\test>tlmgr update --all
worked well, bin-texlive and texlive-infra were omitted, as expected, so 
that's OK.
The only minor problem found:

update: fontinst (7340 -> 10781) ... done
That should not happen: fontinst.win32 mentioned somewhere, but neither 
new nor force removed, please report!
