[tex-live] Source files required after install / scheme-tetex accurate?

That is true, but we on Debian have decided that the sources have to be
*available* but not necessarily being installed.

So tehy are distributed witht he cls files, but the user decided not to
install them.

Same is btw valid with TeX Live, network installation, option install
the source files or not.
