    pdfannotextractor was incorrectly symlinked to pdfannotextractor.texlua
    Observing on 10392 I noticed that there was neither error report and

Yes.  It's not really tlmgr's job to make sure the packages have proper
contents.  It's just supposed to install what is there.  The incorrect
symlink was unfortunate, but that's life on the bleeding edge.  I'm glad
other versions did more sensible error messages.

    actually with the change of policy: newthm (and some others) were
    removed from TL earlier,

Yeah.  After we publish the new tlmgr, perhaps I'll go back and add
those packages with a placeholder file and then remove them again, so
things will be consistent.
