Technically, yes.  But I asked Robin to make the noinfo tag as a more or
less temporary placeholder, so that we can go contact those authors (as
Clea has been hard at work doing).  It is virtually certain that the
authors intended their work to be freely available, so I'm being
expedient and waiting a while for the contacts to happen before removing
them all.

    I think it's rather noinfo than other-nonfree indeed. 

Yes, I agree that newalg is noinfo on CTAN.  And if you feel like
hacking ctan2tds so that it uses a docstrip.cfg that has a default of
LPPLv1.3c or later, sounds good to me :).
