[tex-live] A graphicx and xetex.def problem

Since xetex.def is maintained independently of graphics, it only makes
sense to treat it analogously to pdftex.def.

Jonathan, are you comfortable with your svn version being automatically
updated on CTAN and TL?  If so, I will arrange it with Robin as we have
so many others.  If not, please upload releases to CTAN and we will take
it into TL from there.
