is the negation of the pattern, so these files are NOT included ...
I guess that answers all your questions, right?

Added to the pgf.tlpsrc file, but ... there are probably thousands of
missing dependencies. We try to keep consistency only within the
collections. So that if you install a collection all (most) in it will
work when the collection itself and all depending collections are
installed.
