[tex-live] serious problem with mktextfm or mktexdir and `~'

Some further analysis shows that the problem is in mktexnam.

This line:

  eval MT_TFMDESTDIR=\"$MT_TFMDESTDIR\"

Doesn't expand the tilde character.  However,

  eval MT_TFMDESTDIR=$MT_TFMDESTDIR

does expand it.  Is this a bug in bash?  I use version 3.1.17.
