[tex-live] tlmgr latest and update

Fundamental package texlive.infra not present, that is sooo bad.
Serious error, texlive.infra not found at
c:/Users/goossens/texlive/2008/texmf/s
cripts/texlive/tlmgr.pl line 2301.

So I seem to be missing the famous texlive.infra file, although latex
and friends are working. 
Can I get it from somewhere or do I have to reinstall everything from
scratch?
