No, it isn't possible.  But what is possible (and useful) is a simple 
mechanism for importing into the new installation the same packages that 
were installed in the old one.  See http://miktex.org/2.7/setup (near 
the bottom of the page, under "Upgrading a previous MiKTeX installation").
