[tex-live] tl layout on ctan

thanks for mentioning %time%.  I had not been aware of it yet.
However, it's not necessary here, wget prints time-stamps already.

I must admit that I don't understand why this extra directory bothers
you.  People should either download install-tl-unx.tar.gz or
install-tl.zip.  Why should anybody want to download this directory
unless he knows what it is good for?  People who are misled by
install-tl/ might also be misled by the archive/ directory and
probably downlowd all the .tar.lzma before they know what to do with
them.  IMO it's not worthwhile to consider this case. 

The stuff which is already on CTAN is fine: There is a file
http://ctan.org/tex-archive/systems/texlive/tlnet/2008/README which
includes links to the complete TeX Live documentation. Do we need
more?  I doubt.  It would be nice to have a file "QUICK_INSTALL" for
experienced users in the same directory but it's not urgent.
