[tex-live] Errors during local NET install, VM leak, request for unzipped "install-tl.zip"

    A request : could the TeX Live "tlnet/tldev" branch
    contain an Install-TL directory that itself contains
    an expansion of "tlnet/tldev/install-tl.zip" ?  

I can't think of any reason not to.  I arranged it.
