[tex-live] Perltk-zh.pl in tl2008 has been finished in both simplified and traditional chinese.

I'm only sitting on the fringe of this
discussion, but looking in my XP registry
I can see "zh-tw" at 0404 under
HKEY_CLASSES_ROOT/MIME/Database/Rfc1766/,
also "zh-sg" at 1004, "zh-hk" at 0C04,
and "zh-cn" at 0804.
