No. THe problem is that the schemes are not download to the
texlive.tlpdb.
But there are other options: Just *copy* everything from the install
root to the other computers. Then you only have to add the bin/win32 dir
to the PATH and you are done.
But tlmgr does not allow that (and probably will never).
(Alas, it might be possible to save the scheme.tlpobj into the
texlive.tlpdb, and then allow installation from an installed system but
only the possible scheme ... but I haven'timplemented it and I am not
sure I can do that soon)
Other options would be mirroring the CTAN tlnet directory.
