It's not that there is a need, and of course it's
impossible to retrospectively fix all earlier
TL release,s but if the team could agree now that
there will be one, consistent, easily interrogated,
means of ascertaining the version number / date of
release of a TL installation from now on, then
this may well prove useful.  If (and this is
a very big "if") the system could also record
and report if any incremental upgrades have been
applied since the base installation, that might
also help in debugging problems that are reported.
