But the one from required/babel is MUCH better, a trivial one line diff,
just removing the offending line:
 \addto\extraslatin{\def\LatinMarksOff{\shorthandoff{^}\shorthandoff{=}}}
-\addtoextraslatin{\LatinMarksOff}
 \initiate at active@char{"}%
