You are right, I found what happened with the help of the debug flag.
On the inst iso image, TEXMFHOME is defined as $HOME/$HOMEtexmf
which is expanded as $HOME// as $HOMEtexmf does not exist, and
thus the home tree is explored recursively on disk, as
home dirs have no ls-R file.

I overlooked this, and I have a big home tree :-(

On the live image, the TEXMFHOME variable is defined as
TEXMFHOME = $HOME/texmf
I guess I must have exported my customized texmf.cnf file from inst to live
to have the same latency problem with both distributions.

About the home trees, why not unify the user trees with
TEXMFHOME = $HOME/.texlive2007/texmf
