Those exact words?  I guess it is good, except, hmm, the usual ambiguity
in "free".  I wonder about

Agreed.  And I have no objection to changing the various tiny TL files
which say "public domain" now.  If you or anyone would like to prepare a
patch, that would be great :).  And I can have Eplain changed.  But I
don't really want to explain this to Knuth or Hobby ...
