Hi Frank,

    fmtutil sets and exports TEXINPUTS="$tmpdir:$TEXINPUTS", but that is not
    sufficient.  One has to set TEXFORMATS, too.  

I have just installed your patch to fmtutil (tweaked the comments a tiny
bit) in TL development ...
