[tex-live] Generating tex.fmt

Dear Ken,

format file generation is deligated to fmtutil which in turn reads
its rules from fmtutil.cnf. In your case, the system has found
/usr/share/texmf/web2c/fmtutil.cnf.

It should have a line defining tex.fmt, e.g. by a rule like this:
  tex             tex             - -translate-file=cp227.tcx tex.ini

And, your system needs to be able to find tex.ini by
  kpsewhich -progname=tex -format=.tex tex.ini
else, the fmtutil line will be ignored.
