ok, not in the strict sense; what i meant to say was that they are part of the way the input is handled and therefore may have a relationship with macro packages of philosophies or handling particular input; in that sense i can imagine that they are organized at the tex input files level since i can imagine macro packages shipping with their own variants (in the end the macro package takes care of loading them)
