[tex-live] pattern problems

Concerning the cz/sk patterns:

i think that skhyph.tex and czhyph.tex should be moved out of

   /tex/generic/hyphen

and into

   /tex/latex/hyphen

the czech file loads "czhyphen.tex" and surprise, this one is in

   /tex/texmf/tex/csplain/czhyphen.tex

so it's not generic, which leaves us with *no* generic patterns for cz and sk!

(if i remember right, the czech patterns were dual coded ec/il files, and i 
remember sitting next to petr sojka when we figured this out -)

i'll probably add the old files to the context distribution

[there should be a kind of standard for coding hyphenation files]
