[tex-live] cp8bit and old bugs

OK, attached 4 files from linux:
1) iso1-t1.lo1 and iso1-t1.tt1
   from the latex run when
     %& --translate-file=il1-t1
     ...
     %\usepackage[latin1]{inputenc}

2) iso1-t1.lo2 and iso1-t1.tt2
     the first line was removed and
     \usepackage[latin1]{inputenc}
   is used 

as you can see in the log files, 2) reads cp8bit (by default), but
only run 1) seems to be OK.
