LaTeX is a macro package (i.e. it works purely with standard TeX
features), thus it shows that it is possible to use similar robust
approach in other macro packages too.

(e.g. cyrplain on CTAN)

i.e., it is possible to solve such problems at the level of standard
TeX, without extensions to TeX-the-program.

encTeX doesn't provide a universal solution to handling utf-8, as e.g.
omega does, and such a solution (even cleaner) is possible within
standard TeX framework.
