Might be. If I do a Build on Linux, pdfTeX is static enough:

> ldd bin/i686-pc-linux-gnu/pdftex
        libm.so.6 => /lib/libm.so.6 (0x4001f000)
        libc.so.6 => /lib/libc.so.6 (0x4003c000)
        /lib/ld-linux.so.2 => /lib/ld-linux.so.2 (0x40000000)
