Well, I don't have the time to work on teTeX now, so please find a
solution for TL5 without my help. I might pick that up later (when I have
time again). I think that "texlinks" could be changed to provide wrapper
scripts (to build the formats as needed). Maybe, fmtuil.cnf should gat
another column which controls whether format files are build by fmtutil
-all or not (which means: later, "on demand").
